PROJECTS
The e-District project was conceptualized to improve the experience of citizens and enhance the efficiencies of the various Departments at the state/district/taluka-level to enable seamless service delivery to the citizen.
The Portal acts as an Integrated Single window for all citizen services including EoDB (Ease of doing business) across all department of the state.
The Portal is integrated with e-Taal, e-Sign, e-challan Payment Gateway, PayGovIndia, Aadhaar, DigiLocker, SMS, e-Mail and RAS and also having dedicated helpdesk facility.
The project is designed to be scalable to onboard of all G2C and G2B services.
Total Number of 108 services of 19 Departments/Corporations are live.
Proposed Initiatives of e-district :-
Increasing the usage through wider publicity.
Making online delivery of services mandatory.
75 services will be on-boarded in next phase.
A total of more than 3 lakh users have registered on the portal and more than 4.5 lakh applications have been received till February 2020.
Making portal compliant to GIGW guidelines and Web Content Accessibility Guidelines published by World Wide Web
The Implementing Agency for the project is M/s Goa Electronics Ltd.

DoIT through it's State Designated Agency, M/s ITG has taken steps to have an enhanced Electronic platform for electronic tendering and auction(forward and reverse) with the objective of automating entire procurement process for the Government of Goa.
The key objective of this Project are :
to achieve process efficiency
reduce processing time
greater transparency
reduced cost
consistent and sustainable vendor customer development.
The new e-Tendering Portal of NIC (GePNIC) was made live and is operational from 25-08-2021.
The same is accessible to the Departmental User, Contractors and Citizens at https://eprocure.goa.gov.in.
Circular informing all the Departments, Corporations and Autonomous Bodies with the approval of Hon’ble Minister (IT) mandating to use the new e-Tendering solution of GePNIC has been issued.
100 Tenders from 6 Departments have been successfully floated on the GePNIC Portal.
Proposal of STPI to Third Party Audit the e-Tendering application has been administratively approved
It has been observed that even after online services Delivery platforms, only tech Savy people can make use of these facilities.
By considering this fact Government has extended the facility of Citizen Service Centre (CSC), wherein citizen can visit nearest CSC outlets and avail various Government to Citizens and Government to Business services.
CSC is playing an important role in bridging the Gap between Government and Citizens. Currently Revenue and Labour & Employment Department services are delivered through CSCs. M/s Goa Electronics limited(GEL) and M/s InfoTech Corporation limited (ITG) are the implementing agencies for the project
Achievements of CSC :
A total of more than 2 lakh transactions have been carried out at CSC outlets as on February 2020.
Quepem, Sattari, Ponda, Sanguem and Canacona taluka were inaugurated.
Proposed New initiatives :
CSCs in remaining 6 talukas i.e. in Bardez, Pernem, Bicholim, Marmugao, Tiswadi and Dharbandora will be launched shortly

The Portal is Mobile compliant and Disability compliant.
It hosts the important information pertaining to Government setup, Administrative setup, information pertaining to various Department/Corporations/Autonomous Bodies, orders and circulars issued by various Departments/Corporations/ Autonomous Bodies etc.
Presently, the portal is being maintained by M/s Goa Electronics Limited along with the Content Management and helpdesk support to the Citizens.
DoIT has developed inhouse Online NOC Application (ver 2.0) which is an end to end paperless system, that processes the NOC request within short span of time.
The Government Departments/Undertaking can procure the required hardware/software items on timely basis against the NOC.
Condemnation module has also been incorporated in this online application which enables Government Departments/Undertakings to condemn their old & non-working ICT Equipment as per the guidelines issued by DoIT.
This Project is part of Accessible India Campaign (AIC), a nation-wide Campaign for achieving universal accessibility for Persons with Disabilities (PwDs), wherein Government websites are to be made accessible to Persons with Disabilities as per GIGW and WCAG guidelines.
The work in this regard is in progress through M/s Terasoft Technologies, the agency identified by ERNET India. In Goa, 20 State Departments have been identified under PHASE-I of AIC whose websites are to be made accessible as per GIGW and WCAG 2.0 guidelines. The eHRMS project would help the Government of Goa in building a database of employees and pensioners which would keep track of :
Personal details of the employees
Calculation of salary and pension payable
Filing of returns
Keeping track of attendance and other leaves, Service book, Insurance
NIC-Goa is the nodal agency for implementation of Manav Sampada /eHRMS in the State. The implementation of eHRMS is taken up for non-Gazetted staff of this department on pilot basis.
The system offers greater accuracy, efficiency, transparency, reliability, flexibility, scalability, efficient administration, minimum effort, instant results, time saving, cost saving etc.

The Department of Information Technology (DoIT), Government of Goa, has setup various IT Knowledge Centres (ITKCs), implemented through M/s Info Tech Corporation of Goa Limited (ITG). These ITKCs are located at various areas in the State and impart Information and communications technology (ICT) training to the citizens, right from Basic Computer Course to Diploma Courses, thus helping the citizens, acquire the desirable IT skills.
The State Data Centre (SDC) is envisioned as the ‘Shared, Reliable and Secure Infrastructure Services Centre for hosting and managing the e-Governance Applications of Government of Goa and its constituent Departments.
The Goa State Data Centre has been setup and operational since 23rd March 2017.
SDC has been currently hosted with 130+ web based applications on cloud environment such as State Portal, e-SMS, CCTNS, e-district goaonline, e-Revenue, etc.M/s Orange Business Services India Technology Pvt. Ltd is the Data Center Operator (DCO).
M/s ITG, being the State Implementation Agency for SDC had floated the tender for selection of Data Centre Operator (DCO) and on carrying out necessary codal formalities had recommended M/s Orange Business Services India Technology Pvt. Ltd as the DCO for SDC.
State Data Center has been equipped with the security devices like Firewall, Intrusion Prevention System (IPS) along with the VPN technology which protects the data from internal as well as external network traffic.
Department of Information Technology has appointed Third Party Audit Agency (TPA) to undertake the work of Testing, Acceptance and Certification of the systems implemented for the project. M/s Deloitte Touche Tohmatsu India is selected as the TPA Agency to undertake the work of providing Third Party Audit services for the project.
Salient Features of SDC
24X7 operations
Provides services over cloud platform with high availability, scalability, accessibility and very less service provisioning time.
DoIT has been managing the converged Wide Area Network that connects the State Headquarters, District Headquarters with all 12 Talukas, Village Panchayats, Households and institutions across the State.
This connectivity includes 10 Gbps links between all the 12 Talukas and 1 Gbps to all the 189 Village Panchayats and 225 building/ locations under the GBBN Project. The network further connects various departments (1000 offices / Sub-offices and 512 Govt. / Aided Educational Institutes).
The services availed over GBBN Network are Intranet for e-Governance, Internet, Video Conferencing, IP Telephony etc.
The GBBN State Head Quarter (SHQ) is ISO 27001:2013 certified.
The Department, through its implementation agency (M/s UTL) has successfully implemented Ipv6 till the Village Panchayat level & GBBN is ipv6 ready on dual stack.
DoIT has appointed M/s Medhassu E Solution, Hyderabad for procurement of Network Monitoring System (NMS) and helpdesk Solution (HDS) for managing 4000+ extended GBBN Nodes through tendering process.
This helps in day to day monitoring of the Extended GBBN nodes and also help in calculating the Service Level Agreement (SLA) i.e. Uptime and downtime of the Extended GBBN nodes.
The Users/Government Departments using GBBN can also use the Helpdesk Solution with respect to GBBN connected issues.
The Department of Information Technology, Government of Goa has appointed M/s Nupur Technologies Pvt. Ltd for carrying out the work of On-site Comprehensive Annual Maintenance Contract (AMC).
Annual Maintenance Contract (AMC) includes:
The management and maintenance of extended GBBN Fibre Connectivity
Local Area Network (LAN) / UPS Electrical Cabling , including Networking equipments
All carried out through the GAP-I Infrastructure Project of DoIT and other offices connected under various e-overnance Project.
AMC is of comprehensive nature which includes maintenance/ repair / replacement of the networking components.
DoIT floated tender and after tendering process M/s Sanghvi Infotech Pvt. Ltd is appointed as L1 bidder in the tender.
The work order was issued to M/s Sanghvi Info Tech Pvt. Ltd.
The agency has already carried out work of installation of wifi routers, access points, cabling work & other infrastructure at Secretariat Complex & Ministerial block.
The project was inaugurated in hand of Hon'ble Chief Minister along with Hon'ble IT Minister on 3rd August 2018.
With this project all the Government Officials, Ministers can make use of WiFi (Internet) at Secretariat Complex and Ministers Block
The Electronic Manufacturing Clusters (EMC) in the State of Goa is being developed under the EMC Scheme promoted by Ministry of Electronics and Information Technology (MeitY), Government of India. The Key Objectives of the project includes:
Development of Greenfield EMC at Tuem, Pernem Taluka, Goa with world class eco system for Electronics Industries
Promoting local employment.
The EMC has been taken under the Government of India’s Scheme for Greenfield projects.
The project will cater mainly to the IT Electronic System Design and Manufacturing Industries and has been designed with a capability to generate around 5,000 to 6,000 employees for a period of 3 to 5 years. The implementing agency is M/s Infotech Corporation of Goa Ltd

The project is being developed in an area measuring 5,97,125 sq. mtrs., at an approved project cost of Rs 161.32 Crores. The breakup of the project cost is as follows:
Grant – In – Aid from Government of India - Rs. 73.78 Crores.
Contribution from State Government - Rs. 40.00 Crores.
Contribution from Chief Promoter - Rs. 11.05 Crores.
Contribution from Constituent Units - Rs. 42.52 Crores.

Current Status:
The earmarked area has been notified as Electronics Manufacturing Cluster (EMC).
Conversion Sanad for the land has been obtained.
Provisional Technical clearance is granted for amalgamation and Sub division of Plots from TCP. TCP &Village Panchayat have given clearance for construction of Compound wall.
The draft Land Allotment Policy is under process
The proposal for acquisition of land for construction of approach road is under process.
The proposal to set up a Special Purpose Vehicle (SPV) as a Section 8 Company is in process.
Work of Providing & Fixing of Barbed wire fencing is completed.
M/s ITG is currently executing work of engineering design of road work and allied utilities that are necessary towards setting up of the park. The work is currently 52% complete and is expected to be completed by June 2020.
The proposal for Construction of Utility Buildings with allied facilities and Providing Street Lighting has been approved by the Expenditure Finance Committee (EFC) and NIT for the same have been floated.
The Integrated IT Township is currently being developed in an area admeasuring 12 acres (approx. 48,600 sq. mtrs.) at Chimbel Village.
The proposal is to construct two buildings i.e. IT Start-Up Hub and IT Hub which would have option(s) of
plug and play facility
Incubation, Accelerators and would help to cater to the requirements of small and midsize IT Company, Start-Ups etc.
It has been designed with a capability to generate around 5,000 to 7,000 jobs over a period of 8 to 10 years.
This project will provide a steady supply of employment opportunities besides being specifically geared towards the needs of the Information Technology (IT) and Business Process Outsourcing (BPO) sectors.
This Park aims to attract Multi National Companies in the IT, ITeS & BPO sector to invest in the State and to take advantage of the various components provided by the park.
Government intends to setup a technology Incubation centre at Porvorim which will be known as “Hybrid IT Park” which will be a novel intervention of the Government of Goa to promote entrepreneurship in the State.
It will be one of the country's largest such facility for start-ups and entrepreneurship.
Hybrid IT Park will provide one central location for members of the local start-up community and investors to network, learn, communicate, share and make deals.
Hybrid IT Park envisions building a conducive environment and a vibrant entrepreneurial ecosystem within the State for the next wave of technology companies for the full cycle of growth from seed stage to maturity.
Coworking is an arrangement in which workers of different companies share an office space, allowing cost savings and convenience through the use of common infrastructures, such as equipment, utilities, and receptionist and custodial services, and in some cases refreshments and parcel acceptance services.
Currently, setting up of 2 co-working spaces at Ashwem and Benaulim are being undertaken on pilot basis.

The Government has established an ‘Additive Manufacturing Hub’ within the premises of the IT Hub, Altinho as a step towards “SWAYAMPURNA GOA”, on 19th December 2022- The day of Goa’s Independence.
Additive manufacturing (commonly known as 3D printing) aims to encourage collaboration between academia, Government and industry for design, development and deployment of 3D printing.
Additive manufacturing is still an emerging technology, but taking advantage of its particular use cases, businesses can use it to slash costs and timelines.
The Additive Manufacturing Hub will bolster growth of startups and IT companies and they are invited to come take advantage of this technology
DoIT, Government of Goa has been receiving requests from Government Departments to provide GBBN Connectivity to their offices since their offices are being shifted to new locations.
Moreover, some of these shifts of GBBN facility are due to the shifting of the source location, the point of presence (POP) from where the GBBN connectivity is extended to respective location / offices.
The need of GBBN Connectivity arises due to the various e-Governance initiatives taken by the respective Government Departments, Institutions, Corporations, Autonomous Bodies, etc.
The Department is in process of floating tender for shifting /New GBBN connectivity.
The Government of Goa will enable a Geospatial Act for better accessibility of Geospatial Information across various Department and stakeholders.
The Project aims at designing, development, security certification, hosting and maintenance of website of all Government Departments in line with GIGW and WCAG guidelines.
